I'd probably do the folded-over neck ribbing, double checking my gauge and go down a needle size if need be, and just leave out the elastic. You could maybe also leave a tiny gap when joining the fold and use that as your escape plan to wiggle in the elastic afterwards if need be.

Yes, similar stuff, narrow elastic band. Usually the neckband doesn't require elastic. Personally I have never added elastic to a neckband, only to hats. Instead I've crocheted a slip stitch chain along the back neck on the wrong side to give extra support to a loose neckline, worked like a charm.

It usually means sewing elastic. The elastic is placed inside the fold and hand-sewn with few stitches before the fold is knitted together.

I just use Feeds -feature, i go to Feeds > discover, search for my favorite topics ie "knit", and pin the feeds for later.
