They were love children of Daffy and Daisy Duck but since Daisy was under contract to Disney and Daffy to Warner Bros. they hid the births and they wrote her out of the scripts until she lost her duck fat. Then the next year Huey Dewey and Louie miraculously appeared as Donald’s “nephew”.
