Is there any way for Fans to build Cities and the Maps?
For example, what if someone wanted to take a REAL City from some place on Earth and they wanted to construct a MAP of that City for game play.

Not true. They don't care about Evidence. That's like saying they care about the REAL Truth.

Additionally, in a world where there are soooo many poor. A despot tyrant dictator can put to use those poor and, as they die due to malnutrition and over working, there are lots and lots to replace them.
There are so few Wealthy compared to the poor, they could pull this off for generations.

Indentured Servants are much better. 1) you don't have to take care of them and 2) when they keel over and die due to over working them, you get to grab their kids and put them to work.
