I'm no expert so pardon any mistakes, but i believe it's a Moari member of the New Zealand parliament tearing up a bill that would've attacked Maori rights by re-interpreting the Treaty of Waitangi. She tears the bill and then proceeds to perform a haka and other Moari MPs join her.
