So yeah, I think you could have a intelligent conversation about "the USN needs a new cruiser class", instead of an equivalent weight of Burkes, but, no, the president is saying he wants to build a warship type obsolete before he was even born.

Of course, this is going back 40-50 years and Soviet technology, and the Kirovs might have had the length of a battleship, but were not battleships.

When the Soviets conceived them anyway, cruisers also carried the long range stuff and could do air defense AND submarine defense. This was important because even at a destroyer-size, the Soviets had to specialize surface, anti air, or anti sub abilities.

You get more into "you need the ship to be big" with later Soviet cruisers, most famously the Kirov class battlecruisers, but also the Slava class. Both types were equipped with very large (like the size of a F-16 fighter jet) missiles for barrage-firing against a USN carrier group.

The Chinese Navy built ten Type 055 cruisers, and they are pretty much a destroyer with even more VLS cells.

So you are correct; modern surface warship types are more serving size than anything. That said, sometimes you do want a Burke plus; cruisers are a thing. America completely failed to replace its Ticonderoga-class cruiser with Zumwalt class cruisers, but is still planning to build a cruiser class.
