So 25% of the variance in an utterly useless metric can be explained by this "tool." And this "fact" is visualized by graphs that are totally meaningless for illustrating the claim. Yeah, well maybe worry about something closer to home before reviving phrenology in disguise

I do not understand how this works. The NIH reimburses actual expenses and doesn't hand out checks for the full grant amount. So how does a multi-year award affect how many grants can be awarded? It's not like the NIH can bank the money either across fiscal years either. Is it budget uncertainty?
