I don't think Toya Aoyagi is German because Project Sekai characters don't have official ethnic identities. However, I do believe that people have every right to HC characters as whatever identity they want them to be, unless character ethnicity is strictly stated. Miku can be anything, so can Toya.

Asia is huge and full of different cultures. there are east asians, seasians, south, central (sometimes under north category) and west asians. they're completely different cultures, but I did grew up with my Korean friends and I speak the language, I also visited south korea. I'm not east asian tho!
