Both through her mutant powers and through magic, Storm manipulates life force. And maybe that’s where her abilities converge. She can both transfer and absorb this type of energy, and she can retroaliment this energy, maintaining a cyclical movement.

Well, Storm's lineage was inspired by the Rain Queens, but there is nothing in canon that supports this, since her true lineage comes from Egypt.
Claremont only drew inspiration from the Rain Queens for Ororo because she was initially declared the Weather Witch.

I don't think Storm's mutant powers are tied to magic, because her mutant powers can be turned off. When she used magic in Limbo, she was 'without' her mutant powers.

In this case, where she stated that she was one with all of creation, she was speaking about how her mutant abilities connected her to all of creation. But Ewing described her as a magical being of pure creation magic.

Apocalypse even stated that Storm could not be reduced to a mere element of magic, for she was magic itself, and he used her life force as a source of magic to create life.
