It's a switch port because it wasn't developed for the switch. 90% of it was made for the Wii U. It's a port from that.

It's not a decade of new content, it's about 6 months tops. The whole thing was an excuse not to make a new Mario kart game for the switch.

If a new item slot and some new characters is all it takes to constitute a definitive edition, I don't know what to tell you.
The mechanics are all just reused or stuff that should've been in the game from the start, like the battle mode.
