USD-denominated debt can become very expensive for countries especially with low credit ratings - as high as 15% more in tighter financial conditions. One of the creative new tools they can tap is local currency denominated external debt.

My first year in India, I went all in—probably played Holi four times. It is year two now and I notice the nuances. While most throw colors, many other faiths quietly step back. A Hindu festival for the majority, a pause for others. Interesting.
