yea and it gets used uncommonly in a lot of languages, I've seen it in french and greek. it's very different from the umlaut (which doesn't split vowels but changes one) in german, hungarian, turkish and more

I know that, but the decimals you mentioned are all quite close to 0.5. conversely, everything rounded off to an odd number has decimal part quite far from 0.5. I think the range for rounding to even might be 0.333-0.666

are they all rounded to an even digit? germans always round to an even digit if the rounded-off digit is 5, which isn't the case here but maybe it's close

no it's a trema, so it splits the long vowel "ie" apart. you pronounce the i and e separately: runtsj-ki-en
