discover does use likes! liking things is meaningful here (in addition to being nice to the person whose posts you liked).
also Discover has been the default feed for newly joining people for many months now so there definitely *is* an algorithm (but one of many, and you can swap it out)

This… isn't really true? There is a default algorithm (Discover), there are thousands of other algorithms to choose from, and a lot of them take likes into account. I literally found this post on the What's Hot feed because… it had lots of likes.
