Military projects can select the supplier from a range, in pharmaceutical the high cost stuff can only be sourced through that one company. The main idea is that those who have to decide, it is not their own money so they would like to pay the premium. This needs to inverse.

good question, I would do this primarely for the pharmaceutical domain, where companies try to drain all available money from a society. If you want to be paid by public money, be open with your financial structure.

We should get to a system that if you want to sell to the government, you have to be transparent where the funds are used for and how much is not used to make goods/deliver services.

Ultimately the use of horses is not so stupid, they can handle difficult terrain to get heavy loads delivered.
Forestry is also still using horses to get threes pulled out of difficult terrain.
