1. There were direct requests to get the media involved
2. The reporter is asking for federal employees to reach out to them
3. If the individual was asking to join the coalition, then they were a fed employee….Who the reporter was asking to engage with.

Replying on relevant comments trying to inform engaged individuals on where to turn (which was specifically asked) is not spamming.
