That'd be cool! 2d is really easy to get started in Godot. And the control nodes would make a paper please type UI easy to implement. You should do it!

I would suggest trying the built in editor first - I've solely used the built in editor since I started and I love it. If you find it lacking there are a variety of external editors you can try.
