This collective effort will help build a more climate-resilient DFO and support sustainable oceans, fisheries, and coastal communities across Canada.

Actionable science only matters if it reaches decision-makers.
Needs include improved data accessibility, decision-support tools, synthesis reports, and stronger science-policy interfaces.
Collaboration with Indigenous and intergovernmental partners is key.

DFO scientists identified pressing research priorities:
- Impacts of multiple stressors on aquatic species
- Arctic and freshwater vulnerability
- Nature-based climate solutions
- Coastal and infrastructure resilience
- These efforts support adaptive, ecosystem-based management.

Next, the report calls for advances in numerical modelling: higher resolution, improved validation, and better accessibility of results.
This means stronger capacity to predict ocean changes, extreme events, and ecosystem responses that affect communities and industries.

Strengthening environmental monitoring is a top priority.
Needs include expanding freshwater and Arctic observations, investing in autonomous tech, and maintaining long-term ocean chemistry and biodiversity programs.
Reliable data = stronger models and better early warning systems.

The assessment builds on nearly two decades of work, from DFO’s 2005 Climate Change Risk Assessment to the 2013 Large Aquatic Basin (LAB) studies.
In 2025, we’ve refined and expanded these priorities to reflect emerging risks and new opportunities for collaboration.

The report identifies 99 key science needs to help DFO address climate-driven risks: from shifting fish distributions to sea-level rise and coastal infrastructure impacts.
These needs will guide future investments in monitoring, modelling, research, and knowledge sharing across Canada’s waters.
