It seems that Russia started out with about 10% more refining capacity than they were using. So people were saying "attacks disabled 38% of Russia's refining", and it sounded like they'd have that much less refined products, but the 10% came off what wasn't being used. Still, doesn't quite add up.

Less of a reduction than I was hoping. Russia refined about 6.0 million bpd in January 2022. So that's about a 17% reduction. But we were hearing reports a couple months ago of about a 38% reduction. Were those reports overly optimistic (like, double)?
