It includes cabinet accountability, has a prime minister and requires confidence of the elected body. It does not need to be elected using PR. The OG Parliament uses first past the post

Same for germany. It's called degressive (the opposite of progressive) representation. That said, the Bundesrat and the Canadian Senate are not able to block the Bundestag or Parliament except on a few issues, their power is very limited.

There is a fundamental flaw in your argument. The system was built to iron out the initial small size differences in state sizes with non-partisanship. As the size ratio from smallest to largest state went from about 10 to about 60 and the rural urban political divide emerged this became a problem.

The problem is, with both the senate and supreme court, is that once these institutions were politicized, and I would argue that both politicized each other, the fact that they were both grossly unrepresentative became a real problem.

You need to understand that the US DOES NOT HAVE A PARLIAMENT. It has Congress which is very different. It was designed to not have parties, but is incapable of doing anything because of it's parties.
