Their is a much easier way to do this than by passing laws. Start with a 10% tax in year one on fossil fuel heating, increase it by 10% a year. Take the tax money and offer rebates for heat pumps paid for by the taxes. Then start to tax the fuel slowly so owners will swap stuff out as it breaks.
