As long as a corrupt POTUS controls every mechanism for law enforcement (DoJ, FBI), he is untouchable. Plus, he owns the Supreme Court, the military, and most of the GOP.

15-20ft boats aren’t suitable for a trip that long in the open ocean. 30ft boats are the bare minimum and would still need to refuel 4-10 times to reach the US.
