Does he mean that it's more generally based on the ideas contained within the book (he refers to it as a single book btw, not a five-part trilogy)? So... he (his engineers) based his (see above) AI on a book that thinks things shouldn't really have sentience shoved into them? That seems odd.

Does he mean that the AI was based on the fictional travel guide/encyclopedia? Does he think that the Guide is AI? There are many things in H2G2 that are AI, mostly doors and drinks machines and plastic pals who are fun to be with, but the Guide is written by contributors. It has editors.
