I think it's because the first and most obvious use case for Enums when they were introduced to PHP was to replace constants. As people started discovering all the other ways they can be used, their thinking about the naming convention has evolved.

The Democrats were winning. The messaging that the Republicans owned the shutdown was resonating, and they were fighting a fight that actually mattered. By giving in with zero concessions, they've basically taken ownership of the shutdown and the consequences to follow.

Admittedly, the ones I know are freelancers, not an agency. So they're only risking their own dollars per hour. Which might make it a little easier for them to keep that extra margin to a minimum. They have less risk to pad for.

Value-based pricing is not a good fit for you. But there are certainly very reputable, highly trusted people in our industry who do it well. Their relationship with their customer is not denominated in dollars per hour, and neither party thinks in those terms. That's why it works for them.

They don't overpay. They pay what you agreed they'd pay. If I want something done and you tell me it'll cost me $100k and I agree to that price, it doesn't matter one bit to me whether it costs you $98k or $9k to deliver it. I just care that I got what I paid for at the price I agreed to.

I guess the only piece of your original assertion that I strongly disagree with is that if you overbid, the customer gets screwed. If it's worth whatever you charged, the fact that you were able to deliver it at a bigger than expected margin doesn't make it unfair to them.
