I have a 12 year old daughter and this terrifies me.

I’m the same. My dad’s 9 year old petrol Honda Jazz costs £30 a year for road tax, my EV is £200 a year. If this comes in and they don’t sort out petrol and diesel cars paying more road tax, I will have to serious think about selling the EV.
