One row shouldn't make a difference. Are you done with the toe? If not you could just do one less toe round to compensate.

There is a free pattern on Ravelry called "perfect fit dog & cat sweater pattern generator". It uses whatever yarn weight and gauge you want. You plug in the measurements and go! I made mine before I trusted my math and it's a bit small, but I would totally do this one again knowing better!
