You're not paranoid to think such things. This might be a preliminary loyalty-based vetting process that immediately precedes said big moves. They'd need to neutralize general officers that might resist when asked to do things that are in conflict with their oath of office.

We have anodyne legalese to describe these excesses: civil asset forfeiture, justifiable homicide b/c perceived threat, qualified immunity. But we all know banditry, murder, and lawlessness when we see it.
