So the real thing here is, that the state prevents action, without a state doing that, people could effectively combat the climate catastrophy or built spaces for survivors of abuse.

The state controls in large the economy, which industries are allowed to exist and which are not. Capitalism is a planned economy.

The state is a manager of capital, and a manager of the economy, like a lot of people with a lot of capital.

The state prevents action. Capital, and managers of capital which the state is also, make sure that people can not just do things, like putting solar panels on their roofs, using geothermal energy to heat or other less ressource intense ways of energy production.
