The Senate has internal rules for this sort of thing. Yes, he can't be arrested, but he can and would be expelled.

I feel like if we could go back in time and explain the technical accomplishments since their day they'd think the airplane and computer were pretty cool but they'd go wild that we have machines that wash and dry clothes easily and with little damage.

I don't think enough attention is being paid to the possibility that he is both off the rails AND at the "make your believers repeat obvious lies" part of consolidating power. The next few days may be interesting in ways the consensus does not expect.
