4of4) Prospective tenants on very low incomes claim a rebate that allows them to rent at less than 30% of their taxable income.

2of4) Introduce laws that limit rent a Landlord can charge a tenant to 30% of the tenants Taxable Income (call this the "Tenants Contribution (TC)").
3of4) Any difference between BRR and TC (call this the "Rent Deficit (RD)"), entitles the Landlord to claim a tax concession on the RD amount.

My suggestion re helping renters:
1of4) Establish an Independent Arbitrator to set fair market rental rates across Australia (called "Benchmark Rental Rate" or BRR)

In parallel with your initiatives David, you should consider capping rent at a max % of taxable income depending on inclusions & put the onus on Landlords to justify their costs to the tax office if they wish to seek rebates / deductions rather than gouge tenants. Tough changes, but it is required

I would love to see rents capped at 25% of a tenants taxable income and if the Landlord wants to charge more, they then need to seek that through tax offsets as they will then need to prove a case to ATO
