I can now confirm that the issue has been resolved, mostly. The Authenticator app does crash a bit when adding Passkeys but when it works it's a very smooth experience.

Except for Intune managed Android devices. MS Support tells me there is an issue that prevents Authenticator from seeing the OS settings correctly, preventing passkeys from provisioning. Won't be fixed until early 2025. 😞

There is known issue with Intune managed Android mobile phones when attempting to add a passkey. The Authenticator app fails to see that it's enabled in the OS. A little odd but I'm sure it will be sorted in time. That said Yay for GA!
