The closest is Bush 43 punishing the allies who were smart enough to not join the US in its stupid war in Iraq. We had trouble getting student visas for graduate students from France and Germany. But it was nowhere near this bad.

He pleaded guilty, but yes. He tried to retroactively change his plea and Trump successfully got the DoJ to drop the charges after he entered his plea. But the judge was not having it and was going to go ahead with sentencing. So Trump pardoned him.
