What about preemptively deploying Nat. Guard units before they can be sent to intimidate citizens, er,“secure crime-ridden cities”?
Hurricanes are a real threat to the eastern seaboard & Gulf Coast, & having the units nearby seems a reason for deployment from Cali, Illinois, Wash state, etc.
