If Rs lose 2 votes in the House the bill is dead. Resistance to such a bill would be very real and I can see limited R resistance to it. I would assume a Massie no as a given (civil liberties) which means 1 R no sinks it. Quite a lot of power in the hands of Rs worried about this districts in 2026.
