My understanding: CR was the first 007 novel. Fleming sold the film rights long before Bond became a thing. Broccoli and co. (Who made the others) wanted the rights but the owner wouldn’t sell, wanting to do their own movie. But when Connery wouldn’t do the film, decided to just do it as a spoof.
