If Means saw patients in her own medical practice during the first half of 2019, she was practicing medicine without a license. She had an Oregon Postgraduate Medical License which limits the physician's practice to an accredited training program. Practicing medicine without a license is a BFD!
This is a screenshot of the State of Oregon's Physician Limited Licenses rules. "A physician with a Postgraduate License may not work outside the accredited training program. Moonlighting is not allowed."
