I'm not the best photographer, but these were taken at a empty chair Town Hall in North Carolina's district 10, Pat Harrigan's district. Harrigan is a 100% Trump loyalist and is very dismissive of any constituent who disagrees with him.

To be clear, it was an open house rather than a town hall. I don't think the average constituent makes a distinction especially given the way the open house was marketed as you can see in the image below.
