The image depicts a handmade sign that reads: Into our town the president came Smelling of gold and blood and fame And he paced our bricks with an arrogant air And built his frame on the Whitehouse square" The sign is a reference to the poem "The Hangman" by Maurice Ogden, in which a hangman comes to a small town and executes the citizens one by one until only the narrator is left. By this point there is no one left to speak for him since he did not speak out to save his own neighbors when the hangman came for them.
