the cage guys have spawns depending on how far of the main questline you are
in my case too far so I would have to find some items to get into the main part of slab where the map is from what I heard, kinda sucks though

im still kinda confused how I didnt get Act 3 in my first run and how many act 2 bosses I missed.
I didnt even get to the original slab map part since I didnt get the cage guys in the positions
