Misuse of 911 is another contributing factor. E.g., Peel Region once estimated 40–50% of their calls were non-emergency: backed up toilets, fast food quality complaints, et al.

One of the first programming languages offered in my 1980s studies. I dismissed it because it was already no longer relevant. I'd be a wealthy man today if I'd pursued it as a career.
