Then address the supply chain. Once some ERP is developed nationally for all healthcare providers, find efficiencies managing the supply chain. Like SAP or Oracle, but better. But first need to address in the law, rules about who/how to choose this business to avoid corruption.

What about starting small with parts of it. No change to the current system, but fund one national system that digitizes records and connects all doctors. This will take few years to get right, but lay the foundation to protect and secure patient records.
