But Ananda, that's what I meant. As they have no rules to follow, therefore, there is no rule violation. I'd love to see their written policies. It should be public record.

Amanda, I would be willing to bet that many were not properly trained in restraint tactics and their department policies and protocols lack definition of what they are allowed to do, and not do. They shed a poor light on hard working law enforcement professionals.
