I don't fully agree, but that's fair criticism. I still think he is the closest to the communicator you're describing of anyone close to the national political spotlight right now. I'd love more alternatives though.

The closest that I can think of is Pete Buttigieg. His Fox News interviews show he knows how and why to reach across the aisle and his communication skills are unparalleled amongst any party Dems.

The president can only pardon someone who has been charged with a federal crime, and can not preemptively pardon someone. To my knowledge, none of those people have been charged with crimes (yet).
