Democracy is a means of expressing power. When there is no democracy, power is still expressed, just in different ways. Authorities exercise power against the people, and in a revolution, people exercise power against the authorities. Power in lawless places is expressed entirely by violence or by the threat of violence. This is the root of power – the fact that at any time, if we want, we can all be shockingly, appallingly violent to one another. The very young, the very old, and disabled people are limited in their ability to threaten violence or act on it. Understanding this is essential to understanding why democracy is important. There is a recognition of the power of mass violence at the heart of democracy. At any time, we, the crew of our nation, can mutiny and remove the captain. Guillotines are inexpensive, and easy to build and operate. We also recognise that violence is a really terrible way to solve problems, if only because people capable and willing to do the violence necessary to remove a tyrant are unlikely to limit their violence to that one, noble act. The bargain of democracy is this: “If we are not violent to one another when working out what the rules of our country ought to be; if we can instead come to an agreement on those rules through discussion and an understanding of our own value and the exact equal value of others; then, we will respect the results of any agreements we come to, and we will as a people enact violence only on those who do not respect these rules.” This is an astonishingly powerful agreement. We agree that we can hurt each other, but we won’t. That no one of us, no group of us, will seize power by force of arms. Democracy must recognise and remember that violence is always available to the people, and that people far prefer a less violent world. So what happens to that power? Power in democracy is expressed, if avenues exist, through meaningful votes and peaceful demonstrations. If these avenues do not exist, devalued votes and ignored demonstration will, inevitably, lead to deliberately destructive protest, uncontrolled protest, riot, deliberately violent protest, and insurrection. These are not expressions of power compatible with democracy. Installing meaningful votes and effective protest is essential for democracy to survive.
