He’s said so many conflicting things and made so many incompatible promises, there’s virtually no important issue where he doesn’t have voters that think he’s going to do two or more completely different things, depending upon what promises each individual thinks Trump made.

What is he talking about? Does he think the government funds the ACLU or does he just want Trump World to think that’s the case so later he can claim he put an end to something that actually never began in the first place?
