Just went back to rewatch and I'm pretty sure she meant that at least she was waiting on questions and who cut who. But she also says "we" so I took that as talking about the jury as a whole because she had answered the question before this talking about how the jury as a whole came to a decision

They are now my favorite bb duo of all time. And they're now BOTH winners! The way Rachel immediately started tearing up when she found out it was Ashley evicted at f3 and her screaming in excitement when she learned that Ashley had won the final HoH. They are besties, sisters, our girls!! #bb27
