I’m sure there are ways to game this system, because that is politics in a nutshell, but I would hope that the spirit of a country learning the issues, and voting on them, and trusting a president to execute the people's will, would stave off that impulse… at least for a little while.

Conversely if you feel strongly that one candidate is a poor leader, you can rest assured that they are constrained by the platform the country has voted on. They can still make mistakes as any leader does, but they can’t run roughshod over your values.

Voting for the president then becomes less about the policies they will enact and more about their ability to lead. This way if you feel one person or another is a better leader, but are worried they don’t agree with your pet issues you can still vote for them.

Cabinet selections should reflect referendum vote. If the Republican’s proposal for Transportation won, then a republican should lead that department. If the Democrat’s proposal for Education won then then a Democrat should be the secretary of Education.

In theory this makes the will of the people known. The President’s job is to enact that platform as best as they can. Often when a President wins in a landslide it is said they have a mandate. But everyone voting was voting on a bundle. This system gives a real mandate. The Will Of The People.

Step 4: Once the people vote on the platform for the country, they vote for the presidential ticket who will run the executive branch in service of the people’s platform.

The result is the People’s Platform. A platform that reflects what the majority of the country would like to have happen. Is the majority of the US fiscally conservative and socially liberal? Or the opposite? We’ll find out.

Step 3: Each of these proposals is voted on by the populace in a non binding referendum. This attempts to address 1 issue voters. If you care deeply about the second amendment or reproductive rights, but don’t agree with the rest of a party's platform this is your time to make that known.

If a party wants to eliminate or add a department their platform simply states this department will be eliminated or added, and that idea can live head to head with other parties ideas or omissions for the department.

Any additional proposals that don’t fit neatly into the executive departments can be added in an additional statement, each party is allowed one statement which goes head to head. This process is also a place for third parties to make inroads.

Step 1. Separate the candidates and the platform. This is a two part election ( but on the same day). In the first part the people vote on the elements of the platform. In the second they vote on the president who will enact the platform.

Currently, there are two major parties, and they have a set of policies that are bundled together into a platform. The only option on election day is to pick a candidate that represents one platform or the other in total.
