However, for someone who wants to contribute to an open source project and doesn't know all the in and outs of various tools, it is convenient to have something that works out of the box without requiring installing additional packages to make it work.

I think if you're an experienced programmer, it doesn't really matter. You probably know what happens and how and what you need to do to make it happen.

Actually, it doesn't, because now you're requiring the user to install Docker on the machine. which is a very heavy weight dependency to have.

It is really difficult, if not impossible, to have a magic installer for all. If that would be the case, we really would not have a need for any language specific installers.

Because it's not cross platform and it's a binary you need to install to the operating system? When it comes to a pre-commit hook, the barrier of entry is that it's definitely available on the user's operating system, not most likely available. E.g. given a new Windows OS will not contain it AFAIK.
