My point is in regards to what matters more. What actually counts and what determines who should be held accountable.

Manipulation can be unintentional - a result of subconscious habits. Example, a person that as a child would get their way by crying. This person cries to their partner as an adult and tugs at their heart strings. The person isn’t actively intending on manipulating them but a does so out of habit.

This is not about criminal law

Bc if a corporation disposes of toxic materials and ends up contaminating a source of water ppl drink + kills some in the process, their intent to just get rid of the materials does not get prioritized over their impact (death)

This is a strict liability offense.

I actually disagree with this - I think it's the impact that matters more - that is, is the other person's decision-making being impacted by the manipulator's actions?

I dont think he has to have a masterplan for his actions to be manipulative. Otherwise, what would we call them?
