At the end of The Return of the King by Tolkien, they find that things have changed. There are curfews, “Sherrifs” who steal and intimidate. Sam’s comment comes in that context:
“If this is what Shirriffing has come to, then it’s a bad job, and you’d be better off giving it up.”
