Coast Guard takes boats in all the time, confiscates the drugs, arrests the criminals. No one dies, maybe just an engine gets shot out, simple. This admin CHOSE murder.

The Geneva Conventions requires all parties to a conflict to search for, collect, and care for wounded, sick, and shipwrecked military personnel and others in peril at sea, without discrimination.....
