Increase the deposit. No one will leave their cans out when they’re worth $0.25 each. We’ll get a higher recycling rate, reduce the available supply of cans to the poor/homeless, and "cash for cans" problem is resolved. And then we can deal with poverty and housing shortage as a state should.
